In your September 9th issue of the West River Eagle, it is noted on page 12 in the Cheyenne – Eagle Butte School 2021-2022 Service Awards ceremony – BIE Honorably Mentioned: Nearing 30 years: Douglas Petersen.
This statement is incorrect. The following is the correct information: Douglas Petersen’s last teacher day with Cheyenne-Eagle Butte was on June 14, 2021. Mr. Petersen’s retirement date was on July 31, 2021, which is 30 years of federal service.
Accordingly, without ceremony, the school supervisor of Cheyenne Eagle Butte Schools should have issued me a length of service award for thirty years of service. I cannot explain their reasons for calling me out publicly in the awards ceremony and choosing not to present me with the length of service award.
What I do know is that I have stated in person, by email, [with] support by the acting principal, and in personal discussion with the school supervisor and C-EB HR that the length of service award was held in high regard by me. Shortly after this event, I contracted C-EB Administration to explain why I was passed over. I asked them to reply to me by September 1. I explained that failure to respond would be considered by me to seek to redress to another level.
I contacted BIE HR in Albuquerque after not getting an answer locally. Their response is below.
The information provided by BIE HR justifies my claim that I should have been listed as having 30 years of federal service upon retirement from the federal government.
I continue to serve the children of Cheyenne River as a district teacher at the E.A.G.L.E. Center.
Douglas C. Petersen
Letter from Audrey M. Duran, Supervisory Human Resources Specialist, (Title 25 Staffing and Employee Benefits teams), U.S. Department of the Interior, Bureau of Indian Education, Human Resources Office, Albuquerque, NM:
Hello. Length of Service certificates are generally provided to the schools with reports bi-annually that identify employees reaching specific milestone year.
Due to the pandemic, normal process is interrupted. Normally we ask that Business Offices issue and Principals sign the Certificates, yet as you have identified that this is a critical item to have, I have issued and signed the certificate.
I have validated that your service computation date or SCD that reflects all your service including time not creditable for retirement reveals that you have more than 30 years of service. Your leave SCD is 03/29/21. (Retirement SCD is 07/30/91 and that only counts retirement covered service.)
It is being mailed to your last address on file DELETED ADDRESS. Keep in mind that onsite mail services are not fully functional so please allow for additional time for it to arrive.
Congratulations on your retirement and enjoy the next chapter in your life!
