The Ziebach County Commissioners met in regular session at 9:00 AM on March 5, 2020 with Clinton Farlee, Bill Henderson, David Pesicka, and Rick Farlee present. Phil Knife absent. Chairman C. Farlee called the meeting to order.

MINUTES: Comm. R. Farlee moved to approve the minutes as presented, seconded by Comm. Henderson, all voted aye, motion carried.
SHERIFF REPORT: Gary Cudmore, Sheriff introduced Michael Deneui, the new Deputy Sheriff/School Resource Officer to the Board. Michael Deneui started work on February 17, 2020, at $38,000.00 per year. Sheriff Cudmore also presented his monthly vehicle reports to the Board.
DEPUTY CORONER: Comm. Henderson moved to appoint Michael Deneui as Deputy Coroner, seconded by Comm. R. Farlee, all voted aye, motion carried. This appointment was requested by James Brooks, Head Coroner.
HWY. DEPT. REPORT: Jeff Jensen, Highway Superintendent presented his monthly report to the Board. Discussion was held on trucks, gravel pits, and getting culvert liner estimates.
FUEL QUOTES: The following quotes for fuel and gas were received: Dupree Oil Co. – E-10 Gas, $2.15; Dyed #2 DSL, $1.85; P40 Dyed DSL, $2.05. Farmers Union Oil Co. – NL Gas, $2.40; SNL Gas, $2.15; Dyed #2 DSL, $2.07. Comm. Pesicka moved to accept the quotes from Dupree Oil Co. for fuel and gas, seconded by Comm. R. Farlee, all voted aye, motion carried.
ASSESSOR: Dena Farlee, Assessor is off probation beginning March 1, 2020, at $40,820 annually, and will move to full wage when her certification is completed.
CUSTODIAN: Dillon Dupree, Custodian will move to $14.30 per hour as of February 28, 2020, and will move to full wage in 3 months.
HWY. EQUIPMENT OPERATOR: Casey Gage, Equipment Operator will remain on probation until completion of his CDL certification.
CULVERT BIDS: Comm. R. Farlee moved to accept the 2020 Beadle County bid with True North Steel for culverts, seconded by Comm. Henderson, all voted aye, motion carried.
TIME CLOCKS: Comm. Henderson moved to purchase a time clock for the Courthouse, seconded by Comm. Pesicka, all voted aye, motion carried.
MOBILE HOME ABATEMENT: Comm. Henderson moved to approve the abatement application received from Linn Ranch Inc. for a mobile home that was removed from the property, seconded by Comm. Pesicka, all voted aye, motion carried.
COUNTY LAND LEASE: Comm. R. Farlee moved to advertise the 5-Year County Land Lease auction to be held on April 7, 2020 at 1:30 PM, and to set the minimum bid at $10.00 per acre. Seconded by Comm. Pesicka, all voted aye, motion carried.
TAXPAYER VISIT: Ralph and Shari Lyon visited with the Board about roads, taxes and AG land property values.
2019 ANNUAL REPORT: Cindy Longbrake, Auditor reviewed the 2019 Ziebach County Annual Report with the Board.
BANK FRANCHISE: Ziebach County received $323,032.78 for Bank Franchise Distribution. The County’s share is $111,051.35, the remaining monies are distributed to the schools and cities.
ZIEBACH COUNTY WEBSITE: Comm. Pesicka moved to have Dena Farlee, with the help of the other offices, set up a Ziebach County Website, seconded by Comm. Henderson, all voted aye, motion carried. This information will be advertised as soon as the website is available.
VETERANS SERVICE OFFICER: Kevin Swanson, Veterans Field Officer was present to explain the duties of the new Veterans Service Officer and to help with interviews. Comm. Henderson moved to go into executive session at 2:00 PM to conduct job interviews, seconded by Comm. Pesicka, all voted aye, motion carried. Also present were Kevin Swanson, Veterans Field Officer; Cheryl Laurenz-Bogue, States Attorney; and Cindy Longbrake, Auditor. The Board came out of executive session at 2:30 PM. Comm. Pesicka moved to re-advertise for the Ziebach County Veterans Service Officer, seconded by Comm. R. Farlee, all voted aye, motion carried.
EASTER HOLIDAY: The Governor has granted Friday, April 10, 2020 and Monday, April 13, 2020 as administrative leave for the Easter Holiday. As Ziebach County follows state holidays, we will be closed on those days.
